The recovery from the Texas Freeze inclement weather in February is still ongoing, with refinery closures exceeding even the shutdowns necessitated by Hurricane Harvey in 2017. Just seven U.S. oil refineries out of the 18 that were down due to the Texas Freeze are operating normally as of Monday, according to Bloomberg.
